Set an application's banking status.

403 covers both scopes: a profile whose current status the client may not see, and a
target status it may not set. 400 is the status machine refusing the transition itself,
or Highnote refusing the submission behind an approval - in which case the status is
left as it was.

NB-3691: an external API client's decision on an application.

Deliberately not BankingAPI.Models.ChangeBankingStatus, which HQ posts: that one carries
NeteviaUserProfileId so HQ can show which of its users moved the application. An external
client has no HQ user to name, and letting it supply one would put a value of its choosing
where the actor belongs - so the field simply does not exist here.
